Almost no caterer publishes WebMCP tools today. Here is one business published four different ways, asked the same question, and what is lost at each step down.
No tools, no markup, no document. The agent composes the enquiry, a person sends it, and the reply comes back into the same record shape as everything above. Slow, but the plan completes.
Two rows carry it. Requirements exist at no tier below T0 — no published format anywhere describes what a vendor needs from you, so below T0 the agent has to infer obligations and label them assumed. And nothing below T0 can act: reading a menu is solved four different ways, holding a date and negotiating a fix are possible in exactly one.
